When recording there is a lot of static on all of the tiny talker too we purchased. is there a way to make that stop or adjust the volume?

Not that I know of. I make sure to be in a quiet room with no noise and try my best to speak loud.

Where are the instructions for this?

No instructions. I bought two at different times. First one came ready to use. With the second one I had to record the words on each button. Good because it now had nana’s voice. Hold the button that says record and speak at the talker
