No. According to the specification on the box it is a 'modified sine wave'.

Is this portable? Could I use it in an outdoor location?

I am using it in an indoor location, cannot see why you can't use it outdoors as long as it's kept waterproof and well ventilated. Maybe a contact with the manufacturer could confirm this or check on their website www.powerwalker.com. Hope this helps. Chris

How many of the outlets are battery backed up and how many are surge only?

All six IEC power outlets are battery backup with power conditioning (i.e. protection for low and high levels of power), the modem/phone sockets are surge protected only.

What is the ah of the 2 included batteries?

According to the specifications the VI 2200 contains 2 9Ah 12 volt batteries, and with 100W load should give about 50 minutes protection.
