Can I use this for deck mate screws?

I am not sure about the head size of deck mate screws. The Smart-Bit Pro Plug system is designed for stainless steel screws with a relatively small head, so if deck mate has a normal larger size head it won't work.

No, the ProPlug tool is part of the ProPlug System and is designed to work with ProPlug plugs which are 5/16" diameter.

need to cut 3/4" D x 1 1/4" dpth flat bottom hole with 1/4 pilot drill. What product to buy?

Not an easy question. This part won't do that. May need to do 2 steps with pilot hole and then the 3/4" hole. The make stops for drill bits which may do what you are looking for. The stop is just a ring with a hex screw in it that tightens to the drill bit. but at 3/4: it would be pretty big. Alternate is if you use a "door" drill which just cuts a hole for doornob. For this, the stop item may still work, and put on center hole bit. Then you would have to clear out the inside. I have a mill that would do this , but that may not be an option for you. Sorry I couldn't help more.
