Why does this filter need replaced after 6 months if i haven't used much water?

So in order to ensure the water taste and quality, it's recommended to replace the filter every 6 months, especially if you don't use much water, which gives bacteria a better chance to grow inside the filter. I’ve tested the water after 6 months and it’s ppm is still good and there is no detectable bacteria so why do I need to change it?
