Do I rinse it with tap water or aquarium water?

At first tap water is fine after that aquarium water

I have the Tidal 75...how do I layer the contents of the filter (floss, charcoal, matrix?)

Floss on the bottom, then charcoal, then matrix.

To create terracing, I would like to fill small media bags & place under substrate. Would Matrix degrade or cause other problems used in this way?

Yes I would say sure I have it in media bags in the back of tank in corners no problems

How often do I need to replace this?

I replace that, the charcoal, and zeolite 1x a month, and rinse them all off 1x a week
