It's made for an Xbox Series X so if you're running your Google Home through your Xbox 1 console - then sure?

Does it turn on automatically when you turn on the xbox?

Yes it does. And turns off when you power down the Xbox. However, when you turn off the Xbox it will take about 4 to 6 minutes to turn off so you just have to wait. And, sometimes, it will not so after 6 minutes or so just tie. It off manually- it’s weird but more often than not it does turn off after you turn off the Xbox. Another thing, sometimes the lights tun on randomly without the Xbox being turn on, not sure why.however, it will turn off again after about 6 to 10 minutes on its on. Hopefully that helps.

If i want to use my hard drive am i able to plug it in the back of the stand to use it for storage?

No. You need to attach the stand to the Xbox Series X and the hard drive to the Xbox Series X directly. The stand is only for power not data transfer.
