Ignore the bad reviews, these are fantastic if you understand what they are for.
Not sure how anyone could be confused about how to use these tools. Even if there weren't clear photos on the box and very clear instructions, anyone with some crafting savvy and a little common sense could figure out how the handle attaches to the pieces and how to use these to wrap paper for quilling borders.And yes, you generally will use these borders to contain the designs you fill them in with, though there are other uses.The quality of this item is excellent and the price is very reasonable. I am sure these will see a lot of use in my quilling work.

More shapes
I already have 3 shapes of a different brand, and bought these for the additional shapes. The only thing I don't like is that the handle fits a bit too loose and slips.

Much bigger than I expected
I bought this item out of curiosity to see what a "border" set could be used for. The size of the pieces are about 8" long when the separate handle is attached. The smallest shape that can be made is about 3/16" to 5/16". The largest is about 2"; and there are 12 sizes on each tool. The shapes included are tear drop, square, oval, rectangular, triangle, star, and round. The smallest size on each tool is on the top of each tool. Each step on the tool makes an outline of the shape--it isn't like using a slotted tool where you end up with paper all the way to the center, it makes an open outline of the shape and size you select on the tool. Maybe that is why it's called a border buddy--you are only making a border of the selected shape and have to make something else to fill the center if you want to. It took me awhile to figure out what the handle was. I finally noticed a portion of a picture on the box that showed the handle attached to one of the tools. The handle makes the tool very easy to hold onto and kids could easily use it. I'm just not sure when I would use one of these shapes around a quilled item. These tools are not what I would call quilling--they are just for shaping paper strips around plastic molds. The tools are large enough to be a bother to store with my other quilling tools, and I'm not sure I will ever use them.
