Are the white nylon pads supposed to be kept on or removed

You are supposed to keep them on to avoid scratching whatever you're holding. They are also replaceable in case they get too damaged.

Can you use these for wristlet keychain hardware?

I am sure you can. But there are much better pliers for your application here on Amazon with shaped nylon jaw.
