Will the usb to serial interface cable portion work for cisco switches having a db9 straight-through serial port?

I think so, but i have run in to a couple of devices that needed a serial cable with tx and rx crossed over.

Will this only work for Cisco Routers?

I've used it on various pieces of hardware. In fact, I haven't used it with any Cisco hardware. ;)

Is there a Windows 8 driver for the USB to serial adapter?

I just installed the drivers that came with it on Win 8.1. Using putty to a cisco router. Works like a champ!
