How is it adjustable: elastic or velcro?

long Velcro , so its fully adjustable, thanks

How large a head will it fit?

most adults, I am 6 feet and size 2x and fits me well,we also have the 2X bug and tall which is 1.5 inches larger and FULLY adjustable search for 2X BIG TALL CHEF HAT, thank you, Donnie Linen Products

could this fit a 6 month old?

Adjusting the hat to the smallest I could make it--measured 18 inches in circumference. I took the measurement from the inside of the hat, and that is after washing and drying it. I hope that helps. (Largest fitting 24" circumference)

How wide is the band?

This width of the band is the least of your worries. The maximum adjustable size lacked about 3" of meeting around my head, much less "velcroing" together. Might be too small for a small kid. I measured my head. It's 23" in circumference, or a comfortable size 7-3/8.
