Does the V3 correctly follow more complex chords in a song eg Cm7 or Gdim7 as they occur in a song assuming you've set the correct key naturally?

Setting the key is crucial for the harmony which is added. It doesn´t really "follow" some tones, it just adds tones in the setted chord.

Does the effects off button bypass all effects icluding reverb delay and compression

No, the reverb & delay stay ON at all times irrespective of the bypass button.
