Would work for PVC tiles or tile effect vinyl on a roll as these are flexible. Conventional ceramic or porcelain tiles must be fixed to a rock solid substrate or the adhesive / grout will fail due to movement.

Could i staple this board to my loft rafters over my existing old loft underlay ?

It’s a fairly lightweight board. You could staple it to your rafters, but it won’t support anything heavy. I’m not an insulation expert, so can’t advise whether this is a recommended thing to do. I use the board for modelling
